Precarietat habitacional i poder a la metròpoli: una aproximació qualitativa a la regió metropolitana de Barcelona

Resum

Aquest article analitza la precarietat habitacional a la regió metropolitana de Barcelona des d'una perspectiva que situa les relacions de poder com a eix vertebrador del fenomen. Partint d'una mancança en la literatura acadèmica, que sovint conceptualitza la precarietat com un fenomen vinculat al mercat de lloguer o al risc, la investigació proposa que les asimetries estructurals entre proveïdors i residents defineixen la precarietat habitacional actual. Per abordar aquest buit conceptual, l’article explora qualitativament les experiències de precarietat habitacional de 20 residents de la regió de Barcelona. S’analitza la seva connexió amb el poder, incloent-hi llogaters del mercat privat i social, així com propietaris amb hipoteca. Els resultats mostren que el poder opera transversalment en les principals dimensions de la precarietat habitacional i en constitueix l’estructura subjacent. Els llogaters pateixen imposicions unilaterals i pràctiques discriminatòries per part dels propietaris, mentre que els hipotecats experimenten dependència de les entitats financeres i vulnerabilitat davant la volatilitat dels tipus d’interès. Més enllà de les condicions formals, les relacions de poder generen precarietat, dependència i restricció de l’autonomia. L'article conclou proposant integrar el poder com una dimensió transversal de la precarietat habitacional, més enllà de perspectives basades en la tinença o orientades al risc.
