L'ús estratègic de les reformes legals per a respondre a la crisi de l'habitatge. Un balanç sobre resultats, límits i potencial

Des de 2009, quan les conseqüències de la crisi hipotecària van començar a afectar milers de persones en tota Espanya, els moviments socials urbans s'han organitzat per a respondre a la precarització del dret a l'habitatge. Aquest article analitza com diversos moviments urbans, a més de compartir pràctiques quotidianes de resistència (detenir desnonaments, promoure negociacions directes amb els propietaris, ocupacions, etc.), també van desenvolupar campanyes que van aconseguir modificar el marc legal, tant a Catalunya (Lleis 24/2015, 17/2019, 11/2020, 1/2022) i a nivell estatal (Llei d'Habitatge, moratòries de desnonaments). Mitjançant l'anàlisi de les estratègies legals utilitzades per a promoure noves legislacions que garanteixin el dret a l'habitatge i contrarestin els efectes més dramàtics de la crisi, aquest article pretén contribuir als debats acadèmics i activistes sobre l'eficàcia, el potencial i els límits de les estratègies legals per a respondre a la crisi de l'habitatge.
