Planning class and racial dispossession of housing: Socio-legal analysis of Catalonia's Sectoral Territorial Housing Plan

This article analyses the planification of a way out of a structural housing crisis within the narrow confines of neoliberalism, through the study of Catalonia's Sectoral Territorial Housing Plan and the 50.000 homes Plan, in a European and Spanish context that seeks to shift the focus from social housing to affordable housing for the middle classes, despite the fact that by Law it should be used to protect the most vulnerable groups. Therefore, these planning instruments are analysed through the coordinates of race and class, to observe ethnic-racial and social class discrimination, which is particularly serious in light of the rise and impunity of real estate racism and the affordability crisis.
