Dando voz a la 'Generación del alquiler'. Desestabilizando los discursos dominantes sobre la reforma del mercado de alquiler en Cataluña y España

En las áreas urbanas contemporáneas, una 'generación del alquiler' está encontrando refugio en viviendas de alquiler privado caros y precarios. Organizaciones de inquilinas e iniciativas legislativas han estado actuando para mejorar las condiciones de vivienda de las personas inquilinas, pero se han encontrado con una fuerte resistencia y han provocado intensos debates políticos y académicos. Este artículo analiza los discursos utilizados por los actores dominantes implicados en los cambios legislativos que afectan el sector del alquiler privado en Cataluña y España. A través de un análisis discursivo crítico de las posiciones de los gobiernos, los partidos de la oposición y las organizaciones de arrendadores, identificamos tres argumentos principales empleados para limitar o impugnar medidas «post-neoliberales» que favorecen las personas inquilinas: «el propietario vulnerable», «los efectos contraproducentes» y «la violación de los derechos de propiedad». Cada uno de estos argumentos se somete a un escrutinio teórico y empírico, revelando importantes debilidades. Al cuestionar los discursos dominantes, contribuimos al avance de los términos del debate y esbozamos las coordenadas para un contradiscurso fundamentado en la teoría crítica y en los intereses de las inquilinas, en lugar del de los rentistas.
