Prefigurant uns comuns d’habitatge redistributius: experiments públic-cooperatius a Berlín, Roma i Barcelona

Aquest article examina com les pràctiques impulsades pels moviments socials es tradueixen en comuns habitacionals redistributius mitjançant arranjaments híbrids de governança públic-comunitària, tant existents com potencials, a Berlín, Roma i Barcelona. Situa la desmercantilització de l’habitatge en el context de les crisis urbanes posteriors a l’austeritat, caracteritzades per l’augment dels lloguers, la turistificació i la financerització dels mercats de lloguer. En aquest context, les mobilitzacions de llogateres i pel dret a l’habitatge han contribuït a polítiques més assertives i a la consolidació d’alternatives a la provisió mercantil, com les cooperatives en cessió d’ús i altres formes col·lectives de tinença. Tanmateix, la desmercantilització no garanteix necessàriament la redistribució, ja que l’habitatge comunitari continua sent sovint una solució de nínxol i econòmicament inaccessible. A partir de l’anàlisi comparativa de Bethanien, Porto Fluviale i Casa Orsola, l’article mostra com l’accés a actius públics, la reutilització adaptativa, l’autorehabilitació i l’adquisició municipal poden actuar com a formes de “suport en espècie”. Aquests arranjaments redistribueixen l’agència i ofereixen aprenentatges transferibles per desenvolupar comuns habitacionals més accessibles, redistributius i escalables juntament amb l’habitatge públic.
